Barriers to the Implementation of E‑Management at the Faculty of Technical Sciences, Derna

This study sought to identify the principal barriers hindering the implementation of electronic management at the Faculty of Technical Sciences in Derna, as perceived by faculty members. To achieve this objective, the researchers developed a questionnaire informed by prior studies. The instrument comprised two sections: the first collected demographic information, while the second addressed four dimensions of barriers—administrative, technical, human, and financial. Data were analyzed using the Statistical Package for the Social Sciences (SPSS). The study population consisted of all faculty members at the college (n=40). Findings revealed several challenges. Administrative barriers included a lack of training courses in electronic management. Technical barriers were represented by weak infrastructure and limited availability of Arabic‑language software. Financial barriers were associated with the high cost of electronic software and insufficient budget allocations for staff training programs. Human barriers were reflected in resistance to change among some employees, driven by concerns over potential loss of job security.
